Chapter 18 – Russian Regulations on Nutraceuticals and Functional Foods


The chapter deals with issues of technical regulation in the field of production and circulation of food supplements, functional foods and foods for special dietary uses in the territory of the Russian Federation. Over the last few years, a number of fundamental documents have been issued each of them securing state guarantees in relation to foods as well as maintenance and promotion of public health and diet related disease prevention. These documents include: Russian Federation Food Security Doctrine, Russian Federation Policy Framework on Healthy Public Nutrition for the period through to 2020, a number of national standards setting requirements for quality of functional foods, and some new technical regulations. The main aspects to be regulated are: questions of state registration, manufacturing requirements and control, quality and safety requirements, compliance assessment procedures, and nutritional and health claims labeling. In addition, the authors have analyzed the changes introduced to legislation and regulatory system due to Russia`s accession to the World Trade Organization and formation of the Customs Union of the Russian Federation, the Republic of Belarus and the Republic of Kazakhstan.
